- Use glycin as loader for 64bit but continue to use classic loaders for
  32bit. Note that some uncommonly used image formats have been moved to
  a seperate gdk-pixbuf-extra and the remaining classic loaders will be
  moved there eventually.
- Disable autodep due to circular dependency between librsvg,
  gdk-pixbuf, and glycin. Since glycin 2.0

**Summary**

This is a release that makes Budgie compatible with GNOME 49. Related to
this, the `libpeas` dependency has been bumped to version 2. `libpeas`
is a library to create and load plugins for an application. Budgie uses
it for panel applets and Raven plugins. We had to do this because of
changes upstream that drops support for Python plugins with
`libpeas-1.0`. Check out the Budgie release notes
[here](https://github.com/BuddiesOfBudgie/budgie-desktop/releases/tag/v10.9.3).

Depends on #6334

**Test Plan**

Reboot and log into Budgie Desktop. See that the panel starts with the
normal applets. Install Python-based applets like
`budgie-takeabreak-applet` or `budgie-restart-applet`, and add it to the
panel. See that the applet is added to the panel, and that the panel
does not crash.
